It is correct, it depends on the zone, in Shadowlands for example it increases until that expansions raid level. For example, outlands is 10-35 because 35 is the raid level for the burning crusade. Zuldazar & Tirisgarde are 50 because 50 is the raid level of battle for azeroth. So it is nothing wrong. Have a wonderful day!
