I agree with you. I think they missed the fact that the release of Uldir was when majority of players had low/avg gear and it  resulted in poor progress(also the fact of new expansion itself). So now all raiding guilds have ~380 ilvl it would be better to release BoD at once like Uldir instead of wing by wing IMHO.
