The problem is that the The Nightfallen Emissary isnt appearing at the location for the world quest to turn in, and im unable to get the chest. So I would like to get my reward.

You will not get any reward for not doing the intro Quest line for Suramar! Npc doesn't appier unless you do http://www.wowhead.com/quest=40267 questline!

As mentioned by @Charlz you must start the Suramar quest line to see the npc.
