Glyph of Deep Freeze

Is it just me or glyph of deep freeze is not working at all and it is still affected by global cd?I see almost all the decent mages running it which makes no sense if its not working properly.

I use it aswell on tournament realm even tho it is bugged but we can still deep/sheep combo (no gcd on deep sheep but other spells are on global with deep and it's retarded)
